I have a 2002 2WD Xterra V6 and I find that the steering is too tight particularly when driving at slow speeds and in turns.

It almost feels like the Power Steering is not working at all.

Dealer says everything is fine and charged me for changing the power fluid. Is there anything else I can do to make the steering softer so that both me and my wife can drive it.

Well, better late than never.

Go to the dealer, any dealer, and drive another Xterra. If that feels different, you may have something. I would suggest flushing the power steering. Valves may be sticking causing it to be a little stiff at slow speeds.
