I've been here for ~3 years and haven't figured that out yet.
I think you just post it in the pictures forum and if the Admin likes it he'll use it?

Click on XOC button on top left of screen. Look around for the old "SUBMIT YOUR PHOTO FOR XOTW" button below the smaller pic on the right. Click it.Now. HERE
