Seized engine opinions?

Friend of mine has an '03 XE, 3.3l, 90K +/-, I believe it's an auto, 2wd. Drove to the store Sun. and shut it off. Came back out and only got a "click". Battery good, cables good, starter good, selenoid is clicking and all fuses 100%.
Towed to a "mechanic" who claims the engine is seized (locked up were his words) because he can't turn it by hand. I'm thinking he's trying to turn it by the flywheel. I haven't seen the truck since this issue started, but it's always been maintained. Has never overheated.
Is it possible to drop the timing belt at shutdown and stop in such a manner as to prevent the engine from turning?
Any thoughts?

Kind of hard to tell from here, but I have heard of it going w/o being noticed if it goes at shut down, etc. You can double check at the dizzy sometimes, etc...or just open it up and look.

Turns out it may be the starter after all. Starter was bench checked and it spun, but apparently not enough nuts to turn the engine.
