Touch up paint.
Seal it in so it wont get bigger.

That is bad advice. Sealed in corrosion just gets worse. Remove the corrosion and prime and paint. you may have to sand into new paint area but paint is the protective covering and can be reapplied. In 20 years of fighting corrosion at sea on multimillion dollar aircraft,I would NEVER recommend sealing it in. One day you will notice a bulge where the corrosion has now worked its way further into the metal.

Try a dremmel tool with a pin or tapered abrasion attachment.
As chrishaynesusa stated, clean it THEN seal it.

Here's what you need: Sanding Pen

They work great. Just take your time, get off all the rust, and use a brush on primer, sand smooth and then use touch up paint.

If you take your time, you'll barely see it. laugh

I agree; almost.
Replacement of a rusted panel is the only "true" way to remove rust.

Huevo stated he has a "small chip with rust on it". Based on that description, I envision a stone chip on his hood with environmental contamination (not really rust) building up on the exposed metal. In which case, I would say clean it up and touch it up so it doesn't crack, flake or peel; done.
Worked fine for me (and my customers) on the several hundred cars & trucks (not aircraft) I've done that on for that past 10 years or so.

a little trick i read about is to glue a small piece of sandpaper to the end of the eraser on a pencil. then you just rub the pencil between your hands over the rust spot. i guess it's just like a homemade version of the sanding pen.
