adding fogs to factory holes in 05 S

I'm looking to trade my 04 XE 4x4 for an 05 S 4x4 but live in an area that requires fog lamps for pure safety reasons. I can't justify $2500 more for an SE just to get fogs. I have no need or desire for 17" rims or the stereo (can add my own aftermarket for much less and have better quality), but I have to have fogs. I don't want to be in the OR either because the tire size is too expensive (more than the 17's on the SE or 16's on the S).

Qustion is can I put a set of PIAA 510's in the factory holes? Has anyone done this yet? A local 4x4 parts dealer feels sure they can make me mounting brackets but I'd like to hear it from someone who's actually done it.

A brush guard is out of the question, I think they're ugly and only serve to further worsen aerodynamics and add weight.

I don't know but I am curious as I have a new 05 X S model. I need to contact the dealer about it. If I find out I will let you know. Figured it could be done by the dealer though.
