spare tire chain assembly

how does the spare tire attaching hardware go? did i do this correctly, im used to interior mounted spares.

this is how i did it, from bottom to top:

last loop of chain thru U shaped metal
square metal washer
spring
large round metal washer
wheel, silver side up
cotter pin
