can you explain how the shot was made, please?

it has a sort of infrared look to it without the harsh contrast. i like it!

it was taken with 25 sec at night, photo was yellowish color so i played with levels in Photoshop to try to make it a bit more realistic.. i guess it turned out to look a bit red
