License Plate Bulb

My left license plate light bulb does not work. I am also missing the black cover on it. I cannot seem to remove the clear cover on it in order to get to the bulb. Its looked like its is sealed. Any ideas on how to get to the bulb? or I need to replace the whole thing inclusing the balck cover

Yes it is sealed, Remove the bulb from under the bumper. Turn to the left (I believe) and pull the bulb from the socket. It's a 194 bulb also
