New Starter, New Battery no crank

I just replaced the battery and starter on my 2003 SE with 164k miles. It still wont crank, all the electrical systems are good. I am thinking maybe a relay, fuse or something, but i checked them, non of them look bad. What else could it be?

I tested the voltage of the PNP relay under the hood,
I get 3v on terminal 5 and 0v on terminal 2
