Well, when the vehicle is stopped, and without the spotter telling the driver to go forward, it's a good idea to get the winch line out of the way, so that the cable can be re-wound. Prevents the winching vehicle from being dragged down the obstacle when dumb ass driver pushes in the clutch and lets off the brake and pulls the 15 feet of slack line taught.
