Recently was wondering if my truck's front end was sagging or not and have been told that the height from the floor to the highest point of the front wheel well should be within 32-33 inches, is that correct? (Heard that from a source that may not be all that credible)

If it matters, it applies to 2002 XE 4x4.

wheel well height depends on tbar adjustments, sagging, tire size, tire pressure, mods (bumper, skidplates and the like).. these will make the front end lower. Cranking the tbars, a bunch of heavy stuff on the tailgate, a trailer will mabe the front end higher..
The fender heights changed from 2k & 01 and the 02-04's.

The way to determine the proper ride height is to measure two points on the suspension in relation to the ground and determine the difference. See the bottom of this scan:
