Well, in a way that's what Happened - at leat the way I read the article. The threat of a lawsuit (the article never said one was filed) was the way the Rabbi made a stink about the airports refusal of his inital request to add a menorah to the display.

You can argue that the lawsuit wasn't the way to go with making a stink, but that's the way it plays out to me.

As for the ownership of an airport - they are all regulated by the FAA, some are privately owned, some are Government owned. I couldn't tell you which this particular airport is.
