I'd be willing to bet that 98% of all people never touch their spare, that's why. On the back it would get in the way of the rear hatch and people hate that. Hardcore enthusiasts are in the minority.
I'm sure another aftermarket bumper will appear. At least it looks like the rear brake like moved to the top.
