I read the articles a few years ago, and conferred with scientists I work with, who were researching wave length related issues, and performed my own experiments when at Rutgers...
The articles conclusions were that the color did matter, except those who did not show that the color did not matter, merely that many people misinterpreted why it might.
In the physics lab at Rutgers, I shone lights through fog, and measured subjects ability to resolve targets.
Test subjects were able to resolve targets better through fog when a yellow or amber light was used, and worse when a blue light was used.
The dispersion equations referred to are correct, but diffraction equations were not taken into account.
So, we are more sensitive to yellow light, and the yellow light will glare less due to less diffraction, etc...but not so much due to prism type effects.
Adding a filter to the lens will reduce the total light transmitted, but this can be marginal in modern colored output systems.
The loss in total light output does not mean a loss in overall visibility though...as you have probably experienced that your low beams may let you see through fog better than your hi-beams for example...
IE: The reduction in glare more than offsets the lower output of the low beam's bulbs.
So - Yellow and white fogs work better in fog than blue lights by a large observable margin....and yellow works better than white in fog by a smaller, albeit definetely observable margin.
If you want to see for yourself...go get a set of those Ricey Blue Lights...if the principle is correct, the color should not matter.
Wait for some nice pea soup fog, and turn on the Blue Rice Burners, and note how far away you can see things.
Swap out the bulbs to put the stock ones (White say) back in...and notice how much more you can see....its dramatic...color does matter.
