Yes, anyone with the same subaudible can hear you and transmit to you....it is not really a privacy thing, but it allows more people on the same frequencies.

BTW.. read the test book and get your HAM license. Get a real radio, FRS is for kids and C(hicken) B(and) doesn't get out far enough. Not to mention noisy.
