FRS is in the 440mhz range. Therefore, a 2m rig cannot be modified to talk or receive FRS. However, a dual band 2m/440mhz radio could be modified to work. I have a Kenwood dual band which works great for FRS frequencies.
FRS is popular for a couple of reasons. It's cheap (2 handheld radio's can be bought for around $50). They don't require a license. And they're very portable.
The frequency is great for talking out of buildings, but does not travel over hills and mountains very well. That makes them a good trail radio for small groups. Larger groups or talking across hills is better suited to 2m or CB. 11m band or CB's will talk a long way when conditions are right. It's common for HAM operators on the 10m band, which is very close to CB's, to talk across oceans.
