Oh yes, since you say it almost fits, I would just ream out the holes with a round file (rat tail file) until the bolts fit. You'll have a custom fit at that point. Perfect. The holes are what we Engineers call "clearance holes" and are usually made oversize a bit so that the manufacturer can be a bit sloppy with the hole placement and size. It sounds like you have a "max material condition": largest bolt, smallest hole allowable.
