The photo was taken in 2006 when he was in Kenya. That is where his Muslim relatives live and where some of his Muslim friends are currently killing Christians in their tribal feud and quest for power and control of that country. Yes, you heard that right. Obama is friends with the leader of the faction that is killing people.
Obama was there in 2006 and was not on a diplomatic mission so you can't say he was dressed like that for any diplomatic reasons.
Why would he have to dress in a get-up like that as a sign of respect? They don't expect Westerners to dress like that while on a visit. The guy standing in the picture with him isn't even dressed like that.
I've seen American male politicians wear funny jackets in some Asian countries, but I have never seen an American male politician wear a Muslim outfit like that.
But then again, I've also never seen an American politician who didn't hold his hand over his heart during the playing of the national anthem either. At least not until Obama.
