Of course, since Virginia's tax is so low, I don't think they are too concerned about it...nobody is going to go out of state to buy cigarettes.
That being said, if you buy them over the internet, you are required to fill out a Consumer Cigarette Tax Return and pay the Virginia tax (1.5 cents per cigarette).
Don't buy in SC then, our cigarettes are unstamped.....

Now there's legislation on the table right to increase it by $0.50 and that's creating quite a stir in these parts. By the looks of things it'll pass too.
