Of course, since Virginia's tax is so low, I don't think they are too concerned about it...nobody is going to go out of state to buy cigarettes.
If you get caught transporting a lot of cigarettes into NY from another state.... even if the cigs have that other state's tax stamp.... you are going to be in trouble.
If it's only a couple of cartons, that is fine. If you have a trunkload or 30 cartons or something like that, you will be charged with a crime.
