Not normal at all. Even though the Xterra is a thirsty beast they don't really violate the laws of physics. I will say that your cruising speed on the freeway is a massive factor. Due to gearing I never like to exceed 70mph, as I'm already over 3k rpm's. I was actually getting better than 20mpg by doing that on a drive to Vegas.
