I just punched the holes in place. I didn't drill em, just poked them through with a small phillips screwdriver and they have stayed open thus far. Also, no problems to date with outside debris getting into the system. However, I think if you drilled them, the debris would just wash out with rainwater (hose water) through the exit channels down by the front mudflaps.
