After government grants, the mortgage payment would essentially be less than the average rent. Now, besides the obvious such as billboards, flyers, bus cards, bus shelters, etc etc, how else could we get to our target market? Hopefully I'll get some serious, usable responses out of this as well.

Maybe speak to some local crack dealers and see if they'll hand out fliers. Maybe the local Fried Chicken joint or Waffle House can put up some fliers too.

ok - Racist jokes aside. Have you thought about asking the church for help. One thing alot of Black communities seem to gather around is their church. If you speak to the church and explain what you are doing - Affordable housing for the needy etc. Maybe they can help spread the word, after all - The pastor or whatever is likely to know his community and their needs.

Well if its african americans ur trying to market to, I would start with Nigeran Scam artists since they are making so much money. Then For the Kenyans, something along the line of move here and you wont get your genitals mutilated. That would really apeal to Kenyan Women.
