I don't know if the practice is common for all politicians. It certainly is common for Hillary Clinton.
She got caught red handed doing it recently. She tried to deflect blame to her campaign staff, but then how did she know exactly who to call on in the audience if it was only the campaign workers fault?

I'm watching the Democrat Candidate Debate right now on CNN.
They went to the audience to ask some questions. One woman who works in the casino business asked a question about Social Security and federal deficits. Barry Obama thanked her for her work with the culinary workers union. I never heard the woman mention she was an official with the culinary workers union. How did Obama know that unless the woman was a plant? The woman also seemed to be a plant because she had problems repeating the question she was supposed to have memorized.
EDIT: There appears that at least one so-called "citizen questioner" from the audience in the debate tonight was a plant.
A woman named Catherine Jackson stood up with her son and asked about Iraq. This woman has been in the news in the past regarding Iraq protests...
