What are some prep steps to using a paint pen on a chip down to the metal? Also I saw the new paint pen/clear coat applicator on xterraparts.com what is that and is it worth the little extra money?

I own a paint pen and am unhappy with it. My wife(art major) says that it is really hard to control the flow ect... It also dries up really quickly.

Well the place where the chip is very un noticlible its hard to explain in words where it is, i would say forward of the front tire right where the end of the plastic bumper meets the body at that seam. All i want is something to prevent it from rusting out from that point. It doesnt have to be very pretty.
