From what I have seen / heard, it is only the cover that has been ripped off. I rub there a bit under full stuff, but it hasn't ripped off yet.
I have not heard of anyone actually having the fuel tank filler ripped off, just that cover, as it seems to protrude out further, for "protection" purposes.
