A governor....its designed to prevent your speed rising above the speed capabilities of the OEM tires.
It cuts the gas when you hit 95 mph.
You can over ride it by mounting larger tires, it can't tell the difference, so the fewer revolutions fool it into thinking you are going slower...but when the speedometer says 95, it will still cut you off.
Of course, unless you get tires with a higher speed rating (What's on there now?), you are of course doing what the governor is trying to protect you from.
