Ok I will throw my 2 cents in. This what I would do, and if my eyes are brown tell me. Forget the webpage or new threads for the sub-regional clubs for now. You need to focus more on getting members. You need members for a club right? The webpage and threads will fall into place. Madcity XOC just has been very lucky to have Chris and start a webpage. He started the club just will him.
