Maybe it was not officially welded, but it was at least rusted on there beyond where the PB Blaster loosened it. I just loosened the top nut, turned the bolt in, and tightened down the top nut when I was done. I did not need a wrench on the lower nut when turning the bolt in, and the lower nut did not / would not draw down when I went to make sure it hadn't created any slack in the fastening.
