I honestly don't see a problem with that photo. Haven't many of our politicians etc. "embraced" a nations garb and traditions while visiting? I ask because I truly don't know. Is this any different? I chalked it up to diplomacy or paying respect.

Now if he is the only politician on both sides of the aisle to do something like this or there is some National code forbidding it, then yes it's an issue otherwise.... Meh.....
