There's no way that Apple would allow a generic PC to run OSX. Apple has complete control over not only the software, but the hardware it's been designed to run on. It's what makes Macs easier and simpler to use. Apple sells an entire "system" not just hardware and software that happens to run on it. No driver-compatibility issues, registry hacks, missing DLLs, etc. etc.

Who would want to use an OSX PC if it were just as hard to configure and maintain as a Windows PC?
