One would have to be spectacularly ham-fisted to drill through the covering of the fan. The holes are no bigger than the holes that were originally molded into the grate, just a poor molding job left them partially plugged. One really could spend 5 minutes with a rusty nail to pop out the "chads", there is not need for a drill, except that it is a cleaner hole.

This, of course, is completely different for those of you with screens under the plastic grate.

Remove the grill and check it out for yourself. The problem is more complicated than it appears from the outside, and yet can be resolved simply by using the A/C until a better solution is found.
